Subject: Human Crisis created by Nepal Government

Dear Chairman:
This is to bring to your notice two human crisis directly created by Nepal Government; (1) Non-performance in post-earthquake rehabilitation and (2) Extreme suppression during Madhesis protest.

Nepal government have been negligent to facilitate rehabilitation of earthquake victims. It took 9 months to inaugurate the reconstruction work letting victims suffer in rainy and winter seasons. While survivor are living in temporary tents while snowing, Govt aid is too little, too late for earthquake survivors . Making the matter worst, Government has been (1) liquidating the donated food acting like trader looking for profits (2) letting donated medicine rote in warehouse (3) corruption in the management of earthquake resources.

Madhesh protest started in August 2015 protesting the shortcoming and discrimination institutionalized in the constitution. Since then, rather than promoting dialogue, government has been applying extreme violence to against Madhesis that represent less than 2.2% in police despite having 52% national population. The violence has killed 55 people in 5 months, and most of them shot on head or chest, violating the International Crowd control norms, despite protesters not posing any risk of life to policemen , was noted by Human Rights Watch report. Government side is ambiguous of dialogue . US Deputy Secretary Blinken noted government is “taking unilateral steps” rather than resolving the political impasse . Strangely government agencies are monetarily benefitting from political instability by facilitating smuggling . The ruling communist party UML, backed by Government police, is pushing southern Nepal to fear and uncertainty , where 3 people, including 60 years women Draupadi Devi, were killed in Rangeli on Jan 21st.

We believe, international community plays a major role in Nepal, which committed $4.1bn in 2015 and also directly helps Nepal Police and Army with funds. We appeal you to request Nepal government to respect universal human rights.
